South East Area Transit (SEAT) is located in Muskingum County, Ohio. They operate under the name SEAT but are the Muskingum Authority of Public Transit, an agency funded by the government.

This public agency donated a bus to Lifewise Academy. Lifewise Academy is a released time religious instruction program headquartered in Hilliard, Ohio. Federal case law and Ohio law state that no public funds can be used for released time programs. SEAT donating to Lifewise is a clear violation of these laws. Even if donated funds or private grants paid for the bus, once the money or property becomes part of the agency, it is considered public property.

Lifewise Academy repeatedly emphasizes the line "privately funded" as one of three reasons Lifewise is legal. Their tag lines are off school property, privately funded, and with parental permission. Lifewise has operated on school property and has taken public funds. Lifewise believes it is above the law and will seize every opportunity to incorporate its version of Christianity into public institutions.
